[For the regular denizens of Balamb Garden, it's an ordinary day...until more off-worlders start showing up, for only a few hours at a time. Unsure what to make of these more temporary visitors, the Garden faculty is holding off on registering them as cadets or offering them jobs.

Mod note, to reiterate:
4th wall characters can only be seen at certain hours of the day. They may appear for two hours a day, or four... or seen only in the early morning... the time doesn't matter to us, but they're not permanently here. They may return to Garden again through the rest of the month, but they're not around 24/7.
Like apped characters, 4th wall characters can't be ridiculously-sized. Transformers, Gundams, and similar concepts/characters will become human-sized (and in the case of mechas, not allowed altogether.)
Players (like you and me) are not allowed to visit Garden. We're breaking the 4th wall, not destroying it altogether!
Apart from this post, 4th wall characters are free to reply to open posts in witchesreign or open logs in concoursec. Apped players have the option of closing their posts to in-game characters only.
All BBS posts are locked to in-game characters only. 4th wall characters do not have access to any sort of logged in posts unless they hijack someone else's log-in---and in those cases, we need to know this beforehand.

For those unfamiliar with the setting, here is more info on Balamb Garden's facilities and layout. Additionally, some of the NPCs around and some player characters may be wearing Balamb Garden's cadet or SeeD uniform.

You're kidding. Where is this then?

This is the Garden, on another world, a long way from the Special Zone. Time's screwed up, so people keep winding up here for no good reason. Kinda like how Mobians keep falling in the Special Zone, really!

The Garden's like a school, with military training - they're training up the off-worlders to work for them, or something.

Work for hire. The organisation, SeeD... it's a bunch of mercenaries.

Mercenaries?! [Barking rage.] Where's the god damn police in this town?

Beats me. I've not seen 'em.

Are you saying they don't even exist?

Pretty sure they do, in some form, somewhere. Balamb's just a really quiet town, so they don't always need a visible police presence.

Then why the mercenaries?

Normally, they get hired from well out of Balamb! It's worldwide. Balamb might be quiet, but there's loads of tension elsewhere.

So there are police in other countries here?

Not all. Galbadia's under military law.

What? Jeez I'm getting a headache.

Why is under military law?

Because it's Galbadia. They're big on military everything.

Why? Ahhh... forget it, this will take too long to explain.

So who are the authorities then?

Why are you asking me? You're in a school. It has a library!

Shouldn't it be public knowledge? Outside of a library?

[GRUMBLES, before reciting a few vague facts in a dull voice. This is boring.]

The authority here, in Garden, is the Headmaster. Cid. Balamb's law is governed by a council. Esthar is a republic, Laguna Loire is president. Fisherman's Horizon is independent, and has a mayor. Galbadia's run under a military dictatorship, and their territory includes a bunch of other places, like Timber.

[Yeah, he's missed places out. Like Dollet. But eh.]

So the competent independent authorities are here. Great.

And there's no way to get back? I've got paperwork to return to.

If you could get back, would I still be here? Can't save the day from another universe, Lieutenant!

[Though, okay, yeah. At this point, he probably would opt to stay.]

[Rubs his head.] Mercenary isn't too far different from what you lot do anyway.

No. Fighting for whoever the pay comes from, and fighting for truth and justice for no pay whatsoever? Two pretty different concepts.

So there's no discriminatory practices here? If someone just wants to hire mercenaries to start a war...?

Technically, Garden is politically neutral. Anyone - military, rebel groups, some rich guy in need of a bodyguard - can hire. But... I get the feeling there's some bias against Galbadia.

Why's that?
