Announcement [BBS/Video]
[The Commander is in full uniform today as she faces the camera, hands on the table in front of her. She is not in her office; in fact, to judge by the backdrop behind her, she is not anywhere within Balamb Garden at all.]
Citizens of Balamb Garden. I apologize for not making this announcement in person to you, however, I believe you would rather have it immediately than in person.
As you should be aware, Balamb Garden is nominally a part of Balamb itself. In addition to the military organization of SeeD, we are subject to Balamb's laws and government, and are a territory under its juridiction.
As of noon today, that relationship, between Balamb Garden and Balamb, is formally dissolved. From today onwards, Balamb Garden is an independent political entity.
I wish to make two things clear to you all. First of all, this will not meaningfully impact your day-to-day lives. Balamb Garden is already the home of its own school system, generates its own power, and has its own effective government structure and regulations in the form of the SeeD Code of Conduct. While we may require some minor adjustment, our business will continue as usual.
Second, the reason we are doing this is for the benefit of our offworld population. As an independent entity, Balamb Garden is free to directly act in ways that we did not have the authority to do, such as direct negotiations with other nations with regards to treatment of offworlders. We are also doing this for the protection of the citizens of Balamb, so that our actions have no ties and no repercussions to the government of Balamb.
As of noon today, you are all citizens of Balamb Garden. On that note, Balamb has allowed for a dual-citizenship stance, and will continue to accept applications for citizenship from offworlders, if you wish to have a civilian identity, or be a member of a nation which is not also a military organization. A Garden citizenship has our weight behind it, but a Balamb citizenship is that much more likely to be respected on the global stage at present. SeeD will not look with any prejudice or disfavor on current or future citizens of Balamb.
In addition, Esthar and Galbadia have both withdrawn from from all right-of-transit treaties concerning Balamb Garden. In other words, Garden no longer has any existing right to pass into territory belonging to these two nations. [A faint flicker of a smile touches the Commander's face, at that.] Putting all questions of enforcement aside, however, we expect that negotiations for access will be fairly routine, as it remains in their best interest to continue to use us for our stated purposes.
Negotiations over the fine points are continuing as we speak, and I will remain away from Garden until these are concluded. When I return, however, I will make myself free for any questions on this matter. In addition, I will respond to post on this matter as I am able (though do not expect it). In the meantime, if you have any ideas or suggestions for how best to leverage our new independence, I invite you to discuss them.
