When it comes to tech, you're best off either finding an off-worlder who knows this stuff, or go to Esthar. Esthar's pretty much the only place on this planet that can be called "modern." They're fairly ahead of things on the whole, but even with that considered I don't think they'd be much good with off-world tech.
