If they invest the time in learning how, just about anyone can use Para-Magic, though typically you need to use a GF as well. The system is quite user-friendly.

Of course, it has its own pros and cons, and some people would prefer not to use Para-Magic at all. Personally, I use a mix of Para-Magic and my own Magic Artes.
