[Hermione? Is very, very confused. She's read the letter over and over again until the paper has been nearly worn down from how hard her hold on it had been. The course catalog is clenched in the same hand, her bag held tightly in the other as her wand had been stuffed into the back pocket of her jeans as soon as she had read the warning about 'unusual powers' in the letter-- she's quite sure that being able to cast magic qualifies in that category and doesn't want to take her chances.
She's sitting on a bench in the lobby now, brows knit in concentration as she reads over the letter for the umpteenth time. Time Compression? By the work of a Sorceress? There's just no way-- while she doesn't doubt that some form of time magic is probable due to her experience with the Time Turner, she is quite sure that not one person is able to possess the power to be able to shift time and space completely.]
Impossible... [The word is muttered to herself mostly as she's still baffled by this completely improbable explanation as to how she has wound up in this place. And where is Ron and Harry? She looks up, the perplexed expression melting into one of worry as their current situation seems to settle back down on her shoulders.]

Ron has read the letter and course catalog almost as much as she has, the paper and booklet now gripped in a hand where his wand should have been. He figures there's no need for it as no one's jumped out to attack him since he found himself there. He's tucked his wand into the slot on the inside of his zip up sweater, safe and sound.
The ginger-haired wizard hesitantly steps out onto the main level of Garden and throws a cautious look back over his shoulder as the elevator doors close and the cart rides back up to the 2F. Is he in a place of Muggles? The letter said something about 'unusual power', which he had automatically assumed meant 'magic', magic he was familiar with maybe...
But he pulls his backpack up higher onto his shoulder and faces the directory, blue eyes sweeping around before he hops down the steps.
Elevators... sounds like something his dad would have a fanciful fit over, yeah?
Ron idly taps his acceptance letter and course catalog against his thigh as he comes to a stop in front of the directory, staring down at it with his brows deeply knit.]
...Wonder if this'll tell me where Harry and Hermione are...

Initially, all Hermione feels is shock-- she was beginning to worry that she'd been the only one who wound up here. But immediately she stands from the bench and calls out to him.]
Ron!
[Never mind-- instead of simply standing and waiting for him to notice her, she makes her way over to the directory.]
Have you seen Harry?

Ron looks around and his eyes widen as soon as he spots Hermione approaching.]
You're here as well then? [He shakes his head.] I figured he was with you.
[Then he shows her the letter and booklet in hand, noticing she has one too.] What d'you reckon this is all 'bout? Time Compression... 'unusual powers'...
Feel like I'm in some sort of loony bin, this place is mental.

Regardless, I don't think they'd appreciate it much if they knew we could do magic; we should keep our wands out of sight unless we really need to use them.
[She opens her bag then, depositing both the letter and course guide inside before drawing the strings shut.]
We should look around and see if we can find Harry-- I don't know how this could have happened! I know I had a clear vision of the forest when we apparated away...

[Ron shakes his head, looking around at the cadets who are eying them warily as they pass them. He's not wearing his uniform and by the looks of it, neither is Hermione.] I remember gettin' ready for bed, then I was here.

I was simply trying to figure out what exactly is going on here. I've never heard of such a thing as the Time Compression-- surely such a thing can't be possible.

Alright. First, you're familiar with the concept of the multiverse, right? The idea of numerous possible realities all existing on seperate dimensional planes. This is a different "reality" to the one you're familiar with.
A powerful sorceress with the ability to manipulate time and space used a spell that warped it. Both time and space were severely damaged as a result, to the extent it has affected other dimensions as well. The damage to said other realities is really quite minor when you think about it on terms of scale - a handful of people slip into this reality, and some slip out. You just got unlucky.

The "unusual powers" are anything unfamiliar to this reality - or genuine magic, like the type the sorceress used, though that is due to a combination of time compression and two "Sorceress Wars." Of course, here in Balamb Garden, a lot of people don't care - they got used to it. Outside of Garden, though, people will notice and kick up a fuss.

Despite the suspicion, though, Garden's training actually provides "unusual" powers. The use of a Guardian Force and Para-Magic are what many of the off-worlders would call "unusual."

What are those, and how are the different to the 'unusual powers' that off-worlders may possess?

A Guardian Force is best described as a "spirit" which acts as an energy source people can connect to. Para-Magic is a technique which replicates sorcery for military use, though there are a limited number of techniques and they are nowhere near as powerful as the real thing. You can't compress time with Para-Magic, for example, but you can cause a localised, temporary time-freeze.

Of course, it has its own pros and cons, and some people would prefer not to use Para-Magic at all. Personally, I use a mix of Para-Magic and my own Magic Artes.

In this world, there are certain people called Sorceresses. They have the gift of magic, and pass it on from woman to woman. Twenty years ago, an incredibly powerful Sorceress cast a spell that would compress time. Squish together the past, the present, and the future. A group of heroes defeated her... but time compression is still affecting the world. It's pulling in people like you and me.

This place is called Balamb Garden, but I think you know that already. There are two others like it, Galbadia Garden and Trabia Garden. I haven't been to Trabia yet-- it's a little far off than Galbadia. They're all training people to become SeeD-- mercenaries, really. Battle, weapons, ships, para-magic, summoning... It's what we do.
