[Bulla has climbed to the highest point one can reach in Balamb Garden without flying. Not only is it quiet up here, but it's also the best point to take off and fly from if she wants to avoid being noticed.
It's the perfect day for flying - although it's sunny, there are still plenty of fluffy, white clouds filling the sky. It's enough to conceal her, so long as she can get up into the sky in the first place.
Currently, she's sitting on the ledge with her legs swinging casually, looking completely unconcerned about the possibility of falling.]

[So since he's got this totally subtle hero complex, he does what any guy with a hero complex would do. Charges off as if he's going to come to the rescue whether he's actually needed or not.]
[Climbing up there isn't super easy, but it's likely that he's part chimp considering his hair color and personality so it's not a big deal. He's going to be careful though, because he doesn't want to startle her. Girls falling off buildings are hard to rescue and he's rather short on the tech gadgets to make it possible at the moment. Something about how they all got left back on his own world.]
